Open Submission Letter to Student and Youth LeadersAnalyzing political events and developments of the past, we can draw an
important conclusion that the most horrific and bloody things happen when
political leaders try to separate people into classes, nations, races and
religions and the leading class, nation, race, religion tries to prove its
supremacy by force. It cost the human race tens of millions of lives, but
unfortunately the horrible lessons of history sometimes get forgotten.
Political leaders of all countries of the world revile at the inhuman
terrorist acts. But the most striking thing is that even this issue is dealt
with in the double standard manner, as if there were 'good' or 'bad' terrorists.
One may get an impression that efforts are taken to blame only actual performers
and organizers of terrorist acts, while the main organizers and chief parties
ordering these villainous crimes are deliberately kept in the background and
sometimes even provided with political asylum.
In order to get full comprehension of the danger faced by the world we
need to get it right that there is an even more cynical and refined terrorism -
state terrorism. In order to solve their geopolitical tasks, a number of global
players of international politics resort to political and economic penalties,
blackmailing and bribery of the leading politicians, take efforts to destabilize
the socio-political situation in the regions and countries of their interest. In
case the above mentioned efforts prove void they first demonstrate their
military power and then use direct military aggression.
Military aggression is the peak form of state terrorism.
What is common between fanatic terrorists and states pursuing the state
terrorism policy? This is 'barbarians` psychology'. In order to achieve their goals they
are ready to kill and destroy paying no attention to innocent victims.
'High ideals'. Some cover up their murders with religious motifs, some -
with 'democratization'. This is necessary for justifying their actions and
hiding their true mercenary purposes. 'General Tactics'. In order to destabilize the socio-economic situation
in any region and pursue the policy of state terrorism, financing of extremists
is applied. When they commit terrorist acts they do not even guess who are
actual ordering parties and sponsors. To make the mechanism of state terrorism 'legalization' clear, we can
compare it to a standard story of a western.
The leader of such 'good guys' makes a decision to take possession of a
gold-bearing territory occupied by 'bad guys' (natives). Assistants of the
leader of 'good guys', in the guise of 'bad guys', kill several 'good guys' and
leave behind 'incontestable' evidence (an arrow or plume). 'Good guys' are on
the rampage. The leader of 'good guys' is in rage and calling for revenge. At
the same time he is conducting secret negotiations with leaders of 'bad guys',
bribes them and picks a fight between them. After mass murder of 'bad guys', the
rest of them are headed by 'the right guy' appointed by the leader of 'good
guys' who takes 'bad guys' to the reservation. Meanwhile, the leader of 'good
guys' becomes owner of the gold-bearing territory and will use all available
methods (see above) to defend his sacred right of private ownership. Happy end.
Can this story really develop in the 21st century? Can the
policy of state terrorism be justified? Yes, it can and it is. All one has to do is to organize a large-scale
bloody reality show involving TV, newspapers and magazines. It is necessary to
implant fear in the souls of ordinary people.
To begin with, one should provide 'incontestable' proof of the guilt of
the unwanted regime, and its danger for the world community (for instance,
availability of mass annihilation weapons). Actually, this guilt will not be
confirmed, but it will not be so important in the end. The main thing is that
the mechanism of occupation of the oil-bearing territory is triggered, and a
formal justification of military aggression is found.
Nobody will think of tens of thousands civilians dying in the result of
occupation. The defeated dictator`s crimes are replaced with occupants` crimes.
The main purpose - occupation of the territory - is hiding behind the verbal
smokescreen. Political adventurism costs hundreds of billion dollars to tax payers who
actually pay for the occupation of oil resources by transnational corporations
connected with corrupted politicians. The international community is being imposed a cynical model of power
occupation of territories abundant in natural resources under the pretext of
introduction of 'democratic' reforms. Considering growth of the planet population on the one hand and reduction
of the amount of natural resources on the other hand, one can assume that such
'practice' will cause many millions of victims.
Can't the majority of leading politicians understand it?
Certainly, most of them understand it, but put off with diplomatic
correct formulations: 'The situation in this region is of much concern to us.'
Political and economic dependence of states, corruption in politics are
the main reasons of an opportunistic attitude leading to disbelief in the
international law and discrediting efficiency of UN work.
Certainly, there are honest politicians, officials, public figures
adhering to principles and trying to express their opinions on the events
occurring today. But their informational opportunities are just not to be
compared to the informational aggression of the current
rulers. One has an impression of fatality of things happening, an impression of no chance of serious influence on reduction of international policy militarization. However, there is an outcome. It is essential that tens of million young people should become aware of
the danger faced by the world now, because any war not only causes a death toll
of tens of thousands, but deprives generations of their future. It is necessary
to form new attitudes, search for new approaches, come out with new ideas in the
field of international politics. Active participation in big-time politics by
young people aware of fragility of our world and understanding their
responsibility for the future will help improve the situation to a great
extent. We have to admit that meetings and demonstrations are practically the
only possibility for young people to express their attitude toward events
observed in the socio-political life in the country and world. There are no
exact and clear mechanisms for a constructive dialogue between student and youth
leaders and representatives of various levels of power on the regional, national
or international levels. This is why the charitable foundation 'Student' initiated an
international project 'Let us build our world'. The main aim of this project is
to create a student democratic state 'Student World' as the supreme form of
organization of student self-government, a model of the state of the
future. On June, 24-27, 2003,
Within this project, we continue accepting initiatives of student and
youth leaders and at the moment we are offering you the following plan
consisting of three stages. At
the first stage we offer to hold an ideas contest, such as: 'If I were the UN
Secretary General, I would suggest that the world community should implement the
following peace initiative... '. This contest should be held in as many
countries as possible. The winner of the national contest offering the best
project should become a participant of the IIId Parliament assembly of student
and youth leaders. The first stage will be over and results of national contests
will be summed up in December 2007. Student and youth organizations of the
country of the contest should arrange such national
contests. The
second stage will take place from January till May 2008 and will include
preparation for and arrangement of the IIId Parliament assembly to take place in
May 2008. Delegates to the Parliament assembly from each country should include
a student leader, a youth leader, winner of a national contest for the best
peace initiative, and invited members of public organizations. The number of
participating countries is unlimited. The agenda of the Parliament assembly runs
as follows: 'On formation of concept of international security in the 21st
century'. We will pay close attention to all proposals on the vanue for the IIId
Parliament assembly (country, city). During the third stage lasting from May till September 2008 it is
necessary to form the final variant of 'Concept of international security in the
21st century' based on peace initiatives proposed by student and
youth leaders. The delegation of representatives will be ready to set forth this
concept at the UN General Assembly. We presume that this initiative will cause positive socio-political
resonance throughout the world and will help establish a constructive dialogue
with student and youth leaders, and will contribute a lot to strengthening of
international cooperation. We will be grateful to all who will provide us with informational,
